The Prince Edward Island Funeral Services and Professions Board is aware of a publicly circulated letter authored by Mr. Todd Moase, owner of PEI Crematorium Inc. and Peaceful Paws Pet Crematorium, as well as his public remarks made during the June 3, 2025, City of Summerside Planning Board, Committee of the Whole, and Special Council Meeting. His comments include a number of serious allegations and assertions regarding the funeral services profession in Prince Edward Island, including claims of alleged misconduct and criticisms of the regulatory framework.

We recognize the public interest in this letter and the online discussion and potential confusion this may generate.

The Prince Edward Island Funeral Services and Professions Board wishes to clarify the following: the Board's role is to serve and protect the public interest through fair, transparent, and consistent regulation of funeral service professionals and establishments across the province. This includes responding to credible reports of misconduct or unprofessional conduct.

In his comments, Mr. Moase makes several statements that appear to describe instances of what he believes to be professional negligence or willful misconduct within the industry. These statements, made without any evidence, and in the absence of a complaint to the Board are concerning, as they ignore the available process to report professional negligence and willful misconduct within the industry to the Board.

The Board treats all complaints regarding misconduct with the utmost seriousness. The Board encourages any member of the public or profession with relevant concerns to bring them forward through appropriate and confidential mechanisms. It is only through formal reporting and due process that appropriate regulatory oversight can occur.

While we understand there are likely to be strong emotions surrounding this matter, the integrity of the profession - and the trust of the families we all serve - depends on facts, accountability, and adherence to the standards that protect the dignity of the care we undertake in serving Islanders.

The Prince Edward Island Funeral Services and Professions Board ("the Board") issued the following statement on the Dawson Funeral Home investigation.

As part of a series of routine inspections on Island Funeral Homes, an Inspection of the Dawson Funeral Home was performed in August 2021 and upon further investigation, the Board has determined a large amount of pre-arranged funeral service funds have been misappropriated, as outlined in the Pre-arranged Funeral Services Act, by Mr. Lowell Oakes and his management of the Dawson Funeral Home. The Board concluded that these actions constitute both professional misconduct and incompetence, under the PEI Funeral Services and Professions Act. Consequently, the Board has revoked Mr. Lowell Oakes' funeral director license as well as the funeral home operators license of Dawson Funeral Home in Crapaud, PE.

The Board takes its role seriously to ensure Islanders can be confident in Island funeral services and that these services are in compliance with provincial legislation. These actions are a serious violation of the public's trust and fall well below the acceptable level of practice of a funeral home.
